No! This is the #1 roaming trap. Although Cape Verde is a popular destination for Europeans, it is an African country and is NOT a member of the European Union (EU). Your "Roam Like at Home" (RLAH) plan does not apply. Most EU and UK carriers (like Vodafone, T-Mobile, KPN, O2) will charge you extremely high international "Rest of World" roaming fees (e.g., £6 per day or €15 per MB). A Ecuador Abroad eSIM is the only way to get a fixed, cheap data price.
